American comics could also be read in that order with such a difference in dialogue height. It’s bad design, but it happens.

The text is also larger and the speech bubble closer to and more aligned with her mouth, in front of her body in the direction she’s moving, and in a more visually interesting part of the frame. Additionally, the second bubble starts with an ellipsis (continuing the first’s), indicating even subconsciously that you shouldn’t start there.
The height, of course, is the main factor.
The right bubble is a lot higher than the left one, you’d probably read that one first even if this layout was used in a western comic.
