I bet that “accounts” for unknown flavoring, and flavoring being unknown means you have to add extra uncertainty factor. To get the 99% it has to be pharmaceutical grade nicotine and PG based juice and no flavor for zero uncertainty. So I admit that 99% is best case, 84 on the other hand sounds awfully high, and sounds like it includes very flawed studies like the examples I gave u/TanteRegenbogen.
