I think Germany had to be informed because some flights most likely were started from bases in Germany. Britain denied approval, but it seems that Germany gave it.
Just speculating. I remember that somehow they were involved in the Iraq war so it will be similar. But even if they don’t use planes, they use Ramstein to direct drones. It would be strange if there hadn’t been any involvement at all.

Why from Germany and not one of the countless bases in the Middle East?
Just guessing, but probably evacuated, like the one in Bahrain that was bombed in retaliation. Also Ramstein air base has a lot of planes.
